No. PFC doesn’t allow clinical users and health care providers to share/transfer protected health information between clinics. If a survivor is being followed at a new clinic that uses the PFC, the survivor can share their information as they choose with the new clinic to re enter the data at the new home clinic. In this case, the new clinic needs to issue a new survivor activation code for the Survivor to activate their new account.
